Objective
You are the Emperor. Rome is in decline, try to prevent its fall.

Each year
First comes the deploy phase: raise, conscript, disband, and assign legions, then continue. After that an event is revealed. You may issue one Imperial decree at any time during the year. You cannot move the eagles after the event is known. Raids can only be fought if a garrison is already in the named province. Then press End Turn.

Rules
Roman provinces generate tax income each year (richer lands pay more). Legions require upkeep. You may station up to four legions in a province. Land attacks are fought as dice battles: each round both sides roll, and the higher roll destroys one enemy unit (ties do nothing). Undefended provinces fall — so garrison the frontier before you continue to the event. Pirate and desert raids never take land, but they can bleed the treasury and the crowd; you may fight them only if legions already stand in the struck province. Italy cannot be ceded, and if Italy is lost for any reason the reign ends—so hold Cisalpine Gaul, Sicily, Illyricum, and Sardinia & Corsica.

You lose if ANY of the following occurs
You end a year with an empty treasury, the Senate Approval, Public Approval, or Army Loyalty hits 0, or Italy is lost.
